For more coverage, visit vcstar.com/elections.Two incumbents and eight challengers are running for three seats on the Thousand Oaks City Council in the Nov. 8 general election.Mayor Bob Engler is seeking a second, four-year term on the five-member council.The mayor of Thousand Oaks is the ceremonial head of the city who presides over City Council meetings among other duties such as signing proclamations. Unlike some other cities, the mayor of Thousand Oaks is not elected.
